Hi Bud,
I believe Brad is referring to the hours that the border is open for the purpose of importing a vehicle. That process can only be completed during the established business hours of the import offic. (And only at certain border crossings.)
It looks like Brad is saying that those hours tend to change from time to time. You wouldn't want to end up sitting there for three days, waiting for the office to open, so call ahead.

I haven't crossed the border from the US to Canada since 2003, but have never heard of a time limit in crossing into or out of Canada. Or Mexice either. Maybe I miss-understood your post. If so, please set me straight. Thanks,
